We will apply to Environment and Climate Action (LIFE) (2021/2027) under Coordination and Support Action Grants (CSA) for clean energy transition sub-programs:

BETTERRENO: Energy renovation solutions – Boosting building renovation through effective markets and instruments for PTAC technology on separate buildings, & HEATCOOLPLAN: Supporting the delivery of actionable, integrated, and comprehensive local heating and cooling plans, (for district climatic network of PTAC)

Executive summary of PTAC technology

and Thermo-Active Cluster (PTAC) technology is a conceptual merger of two proven concepts. The demonstration of the passive house in Canada (1978) was followed by builders who “improved” the design, eliminating the chimney; insufficient ventilation caused sick building syndrome. Canada instituted the national program R2000, followed by the US “Building America,” to shift the thinking paradigm. Kuhn called it the “scientific revolution,” and in 1995, new technology was introduced in Germany. The second concept was initiated around 2008, but the name comes from the Tokyo office that received the 1st prize in the ASHRAE (American Society of Heating, Refrigeration, and Air-Conditioning Engineers) competition.

Each component of PTAC provides about 45%, so the 90% energy savings postulated by Lawrence Berkeley National Laboratory (LBNL) in 2008 to achieve energy neutrality in 20 years is in place. We show data from a district of Montreal built in 2008, and during 10 years of stepwise renovations, energy use was reduced to 8% of the energy used before retrofitting.

In 2008, LNBL also required a 50% reduction in retrofitting existing buildings, which has been a paramount failure. Why? The 1st scientific revolution was not explicitly applied to existing buildings; the return on investment for each selected function was still calculated for retrofitting, as if existing buildings were excluded from the economic analysis.
